Benin is a West African country. It covers a total area of 114,763 km2. Little uneven geographically, its terrain consists of a sandy coastal strip, followed by two plateau areas, and massive Atacora north where all the rivers originate. It shares borders with Togo to the west, Nigeria to the east, Burkina Faso to the north west, Niger to the north and the Atlantic Ocean to the south, with a coastline of 121 km.
Administratively, Benin has 12 departments. These departments are divided into 77 municipalities, including three special status (Cotonou, Porto-Novo and Parakou). These municipalities are divided into districts with 566 villages and city districts.

Age at the end of the 90s. it didn’t
have a clear legal and institutional framework, but since 2007, there is an organ
which regulate the telecommunication sector. This organ is called: Transitional
Regulatory Authority of Posts and Telecommunication. Created the May 10, 2007
by decree N° 2007-209 its objectives are:
-Allow the government of Benin to enjoy the benefits of the management of scarces resources (frequencies, numbering plan);
-Ensures
that operators and services providers in accordance with the lead standards operate in an environment that secures their investment;
-Ensuring that consumers receive quality services at affordable prices.
OPT (Office of Posts and Telecommunication ) of Benin was founded as the National operator in 1989 by an act of parliament with the responsibility of providing and developping telecommunications and postal services. By decree N° 2004-365 from the June 28, 2004, OPT was splited into two public operators: Bénin Télécoms SA which deals with telecommunications operations and La Poste du Bénin which carries out the postal and financial operations.
