Beninese legislation, to support efforts in the telecommunications sector has
placed the document of policy and strategies for ICT development. This institutional and regulatory framework, previously established and essentially incentive will allow stakeholders to invest with confidence.
The policy of ICT development in Benin is based on five pillars.
1. An institutional policy to ensure a favorable regulatory and legislative environment for
Development of New Technologies of Information and Communication
2. Policy for development of basic infrastructure necessary for the penetration of these
technologies in all spheres of national life
3. A policy of human resource development in this sector
4. Policy for development of business applications for New Technologies
Information and Communication highlighting the potential of each region
5. A policy of regional and international cooperation firmly committed to support this
ambition, through redeployment of cultural exchange South-South and North-South, in favor of
Benin (1).
It is that strategy of development of new technologies in Benin which led to the creation of the Transitional Authority of Regulation of Post and Telecommunications in 2007.
