Analysis of data on teledensity (telephone lines per 100 inhabitants) shows that in five years (2001-2007), teledensity rose from 0.92 in 2001 to 1.37 in 2007 with internal variations according to the department. Benin has Nearly 110,254 lines in service with 38,265 on the wireless local loop network. Communes with high rates of lines are respectively Littoral, Atlantic and Oueme which include an average 75% of the lines (AMPS and CDMA network included). The city of Cotonou has an average half of the telephone lines. This denotes the wide disparity in teledensity between Cotonou and other departments.
About 70% of communes of Benin are covered by fixed telephony. Of twelve (12) departments of Benin, four (Atacora, Collines, Donga, Littoral, and Mono) have their different municipalities (particularly the main towns) fully covered. As against three other departments (Oueme, Zou, Couffo) are still under 50% coverage of their territory, especially in the Couffo with only one commune covered of six. With the deployment of wireless local loop network, estimated national coverage has a rate of 85%. However congestion exchanges do not allow to connect many subscribers.
